But once you win the lottery a diversity processing fee is charged while applying for the diversity visa at the US consular office. In addition to that you also have to pay an immigrant visa fee. Both these fees are non refundable. Once the visa is issued, you have to a visa issuance fee.

Then a computer generated drawing is done with the numbers assigned. This drawing is purely based on random selection by the computer. Then the Kentucky Consular Center mails you regarding the date when you have to appear for the interview.
